Atualmente, um dos desafios da administração pública é atender de maneira eficiente, rápida e satisfatória as demandas crescentes e diferenciadas advindas da sociedade. Os governos têm sido pressionados a apresentar maior eficiência na aplicação do recurso público, maior efetividade nos resultados esperados dos serviços e programas sociais, além de prestar informações e serviços à sociedade de forma transparente e democrática. Porém, tal meta é impossível de ser alcançada sem um processo de informatização das operações internas nos órgãos governamentais.

Neste contexto, o surgimento e a expansão da internet a partir da década de 90 causaram um impacto significativo na maneira de realizar as tarefas nas mais diversas áreas e, no âmbito da administração pública o Governo Eletrônico (e-Gov) facilita o processo de tomada de decisão, controle, transparência, monitoramento e avaliação de políticas públicas, que são desafios do atual cenário mundial. Com as fundações estaduais de amparo à pesquisa (FAPs), nos diferentes estados brasileiros, não é diferente. Para auxiliar o diagnóstico, planejamento, gestão e avaliação das diferentes modalidades de apoio, as FAPs devem adotar sistemas de informação específicos, ou seja, possuir uma solução organizacional, administrativa e científica capaz de permitir soluções aos desafios e problemas criados no ambiente político-social.

Com essa motivação, a Fundação de Apoio ao Desenvolvimento do Ensino, Ciência e Tecnologia do Estado de Mato Grosso do Sul (Fundect) e o Laboratório de Engenharia de Software (Ledes) da Universidade Federal de Mato Grosso do Sul (UFMS) iniciaram em 2002, o desenvolvimento de uma plataforma computacional intitulada Sigfap (Sistema de Informação e Gestão de Projetos da FAP) a fim de permitir a gestão dos projetos de pesquisa e inovação, além de facilitar o trâmite desde a submissão da proposta até a fase de prestação de contas (parcial e final).

O Sigfap é uma ferramenta genérica, que pode ser facilmente instanciada e customizada para atender às FAPs respeitando suas características regionais. Utiliza modelo de desenvolvimento incremental e está constantemente sendo evoluída com a finalidade de atender às novas demandas das FAPs. Atualmente são seis estados brasileiros que fazem uso do Sigfap, sendo que em cada FAP são utilizadas siglas customizadas: Mato Grosso do Sul (SIGFundect), Amazonas (SIGFapeam), Pará (SIGFapespa), Piauí (SIGFapepi), Sergipe (SIGFapitec) e Mato Grosso (SIGFapemat).

So there was an officer meeting yesterday, where we discussed world peace and other great topics. Not entirely there yet but getting closer. Also we tried to solve some issues like for example me being extra special crispy cranky lately. Some noticed I was not myself and to some I was just the ass you’re used to. Anyway, at least I feel better so for my own personal goal, mission accomplished. Not sure all will like the fabulous decisions made, but ye who cares now =D

The main thing we decided on yesterday and that will affect You as a member of this guild, is that we divided upon the officers different areas of responsibility, which means if you ask me something I don’t wish to address, I’ll refer you to someone who will. Here is a quick go-to sheet for who do what.

Responsible for all loot issues/questions, switching of Mainspecs, offspecs, funspec and so on is now Krejven!

The one guarding our dungeons and taking care of bank issues, cauldrons and other money related questions is Buzan!

And then we have the rank master and recruiting guru who will deal with your trials, ranks and questions regarding it is Ragathool!

My main remaining concern will be kicking from raids and making people cry cause they are of no use to me. I will also try continue to lead as many raids as I can and get some more time for reading up on tactics and stuff like that now when Firelands come.

Hopefully this arrangement will keep the workload down to a minimum needed for all officers and no one needs to rage quit any more.

Another new thing is that we will skip the “member” rank and only use Raider, Casual, Trial. This to rather use the ranks to show if someone is of use or not to the raids. So like the 3 members we had are now raiders. Congrats. =P If you are demoted to casual you kinda failed in giving notice and not showing up and we kicked you down in rage. Or if you just don’t show up we will eventually demote you as well.

As an extra notice I would also say that from raid to raid the number of signed varies quiet a bit. This makes it hard to predict who will show and now. This also makes it hard to invite on a fair basis. We of course try to be as fair as possible, this meaning that some raid now and then it is your turn to pass. This is healthy for our guild and we hope that you won’t take it personal. If you do, I will refer you to the rank-guy who will pass you on to the loot guy who will pass you on to the bank guy who will pass you on to me again when you got worn out and learned to accept it. Keep this is mind that just cause you try to raid 1 night a week, it does not give you anything over someone else. If you wish to make sure you raid that day I would recommend dealing with some other players in your role.
